DD FreeDish Powers Prasar Bharati’s Finances Amid 9.5% Drop in FY25 Revenue

India’s public service broadcaster, Prasar Bharati, reported a 9.46% drop in overall revenue for Financial Year 2024–25 (FY25), generating ₹1,643.35 crore (net of taxes and commissions) compared to ₹1,815.07 crore in FY24.

​Despite a broad slowdown in traditional television and radio advertising, its Direct-to-Home (DTH) platform—DD FreeDish—continued to serve as the structural backbone of Prasar Bharati’s earnings, generating over ₹1,060 crore and contributing roughly 64.5% of total net revenues.

1. DD FreeDish: The Undisputed Pillar of Stability

​While other broadcast operations experienced double-digit declines, revenue from DD FreeDish dipped by just 1.54% to ₹1,060.71 crore.

  • Household Reach: As of FY25, DD FreeDish was present in approximately 49 million households across India.
  • Channel Offering: The platform carried 381 television channels:
    • 70 private TV channels across General Entertainment (GEC), movies, news, and music genres (monetized primarily through slot e-auctions).
    • ​Doordarshan’s flagship national and regional channels.
    • 265 co-branded educational television channels.
    • 48 Akashvani radio channels.
    ls. ​Capacity Expansion and Technical Upgrades ​To support growing demand, Prasar Bharati secured two additional Ku-band transponders on GSAT-15 through NSIL, ISRO, and the Department of Space. Using MPEG-4/DVB-S2 technology, these transponders added 60 new SDTV channel slots, expanding beyond the original 124 MPEG-2 slots. ​2. Sharp Slump in Traditional Advertising Revenues ​The overall top-line decline of nearly ₹172 crore was largely driven by steep drops in advertising revenue across legacy television and radio channels:
    • Doordarshan Commercial Revenue: Fell 30.89% from ₹371.48 crore in FY24 to ₹256.74 crore in FY25. This stream includes ad time sales through agencies, content partnerships, client sponsorships, and sports coverage revenue-sharing agreements.
    • Akashvani Commercial Revenue: Contracted 14.47% to ₹222.73 crore.
    ​The shift of advertiser budgets toward digital performance marketing, along with evolving consumer viewing habits, has squeezed traditional linear broadcast monetization. ​3. Digital Operations: Rapid Percentage Growth on a Small Base ​Digital platforms were the sole segment to post positive year-on-year growth:
    • Digital Revenues: Grew 30.04% to ₹2.90 crore in FY25 (up from ₹2.23 crore).
    • Monetization Drivers: Earnings were bolstered by increased licensing/sale of archival footage, YouTube monetization, expansion across social platforms, and integration into the WAVES OTT service.
    • Live Radio Streaming: Over 260 radio channels were actively streamed through the NewsOnAir app.
    ​While digital growth is promising, its contribution remains less than 0.2% of total revenue, highlighting the long runway ahead before digital channels can meaningfully offset linear declines. ​4. Structural Challenges & Financial Pressures ​Prasar Bharati’s Annual Report also reveals broader operational headwinds:
    • Legacy Liabilities: The broadcaster faces ₹2,522 crore in outstanding loans, accrued interest, and penalty charges (comprising ₹933 crore principal, ₹1,277 crore interest, and ₹310 crore penal interest).
    • Mounting Debts & Recoveries: Sundry debtors rose significantly, with receivables spanning over three years representing a substantial portion of unpaid dues.
    • Workforce Deficit: Out of a sanctioned strength of 45,791 posts, only 15,193 employees are in position—leaving a vacant capacity of nearly 67% (30,598 posts) across senior and administrative ranks.
    ​Summary Outlook ​The FY25 financial results demonstrate that DD FreeDish is no longer just a public service distribution system—it is the primary economic anchor keeping Prasar Bharati financially viable. As linear advertising continues to soften across Doordarshan and Akashvani, Prasar Bharati’s future monetization strategies will heavily rely on maximizing slot values in DD FreeDish e-auctions, expanding capacity via MPEG-4 upgrades, and scaling its OTT and digital presence under the government’s broader WAVES media ecosystem.
